[Europe] Resurrect legal entity? (andrea antonello)

Andrea, all,

here are my two cents on this:

Just as when we started the first incarnation of OSGeo Europe, I believe the motivation is still valid:

- Coordinating _all_ national/local OSGeo Chapters within the EU as a means to communicate with the EC would be very difficult and not very effective.
- ESA is just one european stakeholder, there are others which are relevant for OSGeo, such as GEANT (https://en.wikipedia.org/wiki/G%C3%89ANT), EGU (https://wiki.osgeo.org/wiki/EGU) and Zenodo/OpenAIRE (https://en.wikipedia.org/wiki/Zenodo)
- We need some kind of central communication and documentation hub to discuss and plan efforts on the european scale.
- OSGeo Europe v1.0 suffered from a lack of ressurces and the Pandemic. This doesn't mean that it was a bad idea or there is no need for OSGeo Europe v2.0.
