The technical process is described on this page:

Basically, any FDO committer can visit:

   https://www.osgeo.org/cgi-bin/auth/ldap_group.py?group=fdo

and add the userid of the new committer.

However, the social process is that the new committer should be proposed to
the FDO PSC as a motion.  Once passed the person can be added by someone -
perhaps the person who originally made the motion - assuming they are a
committer.
