I have a feeling that CIABot created it in its most recent incarnation.
Can we just kill off the CIABot for a day, and then just recreate the
channel?
Is there some kind of command to run to register the channel less
formally than through group registration? I do agree that going through
the GCF process is a good idea. Would you like to be the contact for
FDO? If not, I'll volunteer. Either way, I'll put forward a motion.

Summarizing, if we know who created the #fdo channel, then that person
can close and re-create the #fdo channel, when it's empty.
Regardless having Op, it's highly recommended to file the GCF and
register FDO, MapGuide (and other projects) groups.
