[fdo-internals] FDO 3.3 compatible MrSID and ECW Plugins

I think that it's relatively important to move to 1.4.4 so that end
users are able to install plugins (not just GDAL plugins, also OGR
plugins) built against other versions of 1.4.x without having to
recompile gdal.

And I would prefer to move forwards to 1.4.4 rather than go backwards.

We released a 1.4.3 version of GDAL. Are you stating that we are
required to move to 1.4.4?
