[fdo-internals] MOTION: Acceptance of updated FDO ConributorAgrements

I agree with Frank. For MapGuide we asked all committers to sign an 
agreement. I think we should do the same for FDO. For Autodesk staff, they 
need to be listed on the CCLA and also sign and fax an individual CLA.
