[fdo-internals] FDO RFC 21 - New Linux Buildsystem Cmake Based

I guess the answers for 1 and 2 are:

1: It won't modify it, until we are confident it works fine sometime in the future.
2: It won't affect the Windows build, just like the current Linux build doesn't.
