[fdo-internals] Motion: Partial commit rights for Helio Chissini de Castro

I move that the FDO PSC grant Helio Chissini de Castro commit rights to the FDO repository on the understanding that these rights will be used solely to maintain the CMake-based FDO build system, and that changes to the existing build system and core FDO code and providers will continue to be provided via patches.
