Praise to Jackie (and Ennoble if that was in work-time)!

Tested downloaded files on x32 MG 2.2 with Maestro 2.1 and used patch to
build x64 provider and tested with x64 MG 2.2 and Maestro 3.

I sincerely believe this will improve new- and inexperienced-user perception
of MapGuide performance when using rasters as it is difficult to spot
whether that the configuration document has bogus extents (and hence MG
server needs to do excessive raster file queries per layer request).
