The possible reason is that schemas/classes/properties have element states
attached to them that factor into an IApplySchema command.

Creating a new schema puts the initial state to added (if I recall).
IApplySchema will treat this as this schema needs to be created when
executed (which fails because it already exists in the data store)

Try describing the existing schema and add your feature class to that. The
described schema will not have an added element state.
