[fdo-internals] FDO 3.9 RCs and .NET API

Is this strictly about the .net wrappers? Are the unmanaged dlls versioned as
3.9?

IMO, as long as the unmanaged provider dlls can still be interchanged
between the Autodesk and OS builds of FDO 3.9, I don't think it would matter
whether the .net wrapper is versioned 3.8.x or 3.9.

Nothing I know of actually cares to know the major.minor version of the FDO
API itself.
