Comment:

 DeepSeek analysis: For unknown reasons, there is a "TABLE" version of this
 worksheet and a "SYSTEM TABLE" version of this worksheet. The "TABLE"
 version reports 11 rows (your issue). The "SYSTEM TABLE" version of this
 worksheet is 13 rows (your expected result).

 The ODBC provider does not show "SYSTEM TABLE" objects. We could relax
 this restriction, but that could have undesirable implications for non-
 Excel data sources that are ODBC accessible. Also .xls is legacy format
 (everyone should be using .xlsx files by now!) that's too marginal for
 such a corner-case fix.
