[fdo-users] OGR 3.3 Provider runtime error

I've built FDO and providers from source, and still get the error.

I've set manifest to off in the OGRProvider vcproj file, rebuilt everything
from source, still no good.

I rewrote the C# test code in native C++, still the same error.

I'm out of ideas :(
