If you use the "Direct Connect" method to create a connection to an SDE
server, you don't use the SDE application server(giomgr): the SDE
application server spawns the gsrvr processes.
I use "Direct Connect" method while the SDE application server is down. 
A connection string for a direct connection is (direct connection to oracle
11g):

"Server=;Instance=sde:oracle11g;Username=username;Password=password at servicename;Datastore=username"
