I'm pretty sure the y image size is 5400. But
why do you think the Y tile size needs to be
5400?  Is there some requirement on drivers
that the default y tile size be the whole image?

Internally within the driver, I load stuff into my 
working buffer one tile at a time and it is
important that tiles not be to awfully large. 
If applications want a single tile, they can 
override this though there may be memory use
implications for very large images.
