Added following comment to artifact::

I discussed a bit with Greg, and he indicates this aspect is not
detailed in the FDO specification, but that the ATIL raster provider
always defaults to one tile/image tile size. 

I noted that a one scanline tilesize produces the same result from
the binary reader as a whole-image tile so it shouldn't adversely 
affect applications. 

Greg will look into whether this needs to be a firm requirement for
use of the client applications.
