[ForestryTools] Forestry tools

I'll play with the wiki page further over the holiday (memorial day)
weekend. Hopefully that will give us a little bit more framework to move
forward. I'll concentrate on a minimum for a usable tool that can be
released, with the hope that will attract additional interest and
participation in the project.

>From my basic thought process I think that's:
A. Ability to enter data and link it to plots/stands.
B. Generate simple stand/stocking reports with a minimum set of options.

At a basic level, I'll leave software design decisions to those more
capable than myself. In this effort, I'll make a far better soldier than a
general. That said, I'm happy to provide more leadership on the
design/use/project management side.

Abdoul, what's your familiarity with Python over C++? For QGIS plugins (our
initial intention) Python is the way to go and offers better accessibility
via the plugin installer. C++ *may* have some benefits, but would be a bit
more difficult for the average user to install.
