[FOSS-GPS] Is RTKLib's PPP same as uBlox's NEO-6P unit?

uBlox recently announced their NEO-6P unit:

Which claims <1M accuracy when PPP lock is achieved (which they warn, isn't guaranteed).

Does RTKLib's PPP mode basically do the same thing?  It would be pricey to buy NEO-6P units to try them out.  I have LEA-6T units already.
