[FOSS-GPS] Really Good rtk gps

HI,
I want to have the best RTK GPS for machine control. My question is to
everyone how would you do it? Which receivers? what software?
I noticed Javad have some kind of multiply baseline  idea? Are more sats
better? Is it best to use all signals ? L1 L2 L5 etc?
Elevation is critical in this application as well.

Next question is what is the most cost effective way to achieve the above?
