RTKLIB (by T. Takasu) and RTKGPS+ (Android RTKLIB by Ronan LE) accept RT17
Trimble format:

No.112 Some features supported for receiver message handling (RTKNAVI,
RTKRCV, RTKCONV, CONVBIN, STRSVR, STR2STR ver.2.4.2)

    The following features are supported for receiver message handing.
    (1) Trimble RT17 messages for GPS raw observation data and navigation
data.
    (2) u-blox TRK-TRKD5 for raw observation data.
    (3) Error check of GLONASS ephemeris strings in u-blox TRK-SFRBX
message.

    Apply the patch rtklib_2.4.9_p9.zip. (2014/08/27)
