[FOSS-GPS] mixing and matching GPS receivers

If you'll be doing relative positioning, only the observations in common
across the two receivers will get utilized. So non-GPS GNSS recorded in the
base (GLO,GAL,BDS) will be discarded if the rover collects only GPS.
