[FOSS-GPS] Accurate timestamp in rtkpost

I forgot to mention in the earlier reply that I played with the number of
decimal digits in the settings. However, the milliseconds part (first 3
digits) is always zero. So not being able to get milliseconds part correct
is the problem for me.
