Minutes from the fortnightly FOSS4G SotM Oceania committee meeting

With only 86 days to go, things are definitely ramping up! Highlights
include:

   - Workshop program is finalised and registrations are open
   - Presentation submissions closing very soon
   - Travel Grant Program to be launched very soon
   - Icebreaker social event is confirmed
