[FOSS4G-Oceania] appoint OSGeo Oceania board

I'd like to join the inaugural board.
Once things are up and running, I'm keen to put forward a motion to form
an OpenStreetMap committee under OSGeo Oceania tasked with supporting
the OpenStreetMap project within the region.
