[FOSS4G-Oceania] Early Bird Ticket Allocation Increase

I’m a touch conflicted - yes, the website has been very transparent - so
really no excuse for missing an early bird unless one has to wait and see
if a talk is accepted.
As long as we have a mechanism for speaker discounts (since a bunch of
people won’t know they can come until a talk is accepted), which IIRC we
do, happy to close early bird.
