[FOSS4G-Oceania] Plenary Panel Session

It sounds great, but I think we should perhaps decide on the topic of the
panel session at the same time as choosing a moderator. It seems that
ideally, the choice of topic would actually drive the choice of moderator
to some degree.

Also, as part of this decision, would we be considering offering any
registration or travel costs? It's not budgeted for, so we would need to
consider impact on the budget.
