[FOSS4G-Oceania] Travel grant program - call for ideas

Thanks Adam, great work! The proposal looks solid, and hopefully OSGeo will
get behind it.

I hope someone in this group will take up the lead and see this through? We
will need to establish selection criteria and a process, elicit
submissions, and then execute.

The time to get going on this is now. Whether we gain additional financial
support for this or not, we do have some resources to make it happen.
