[FOSS4G-Oceania] Travel grant program - call for ideas

I've been thinking about it, and I'd like to commit to taking a lead on the
TGP. Adam has done a lot of the groundwork already, and I feel I have a
good idea of what the next steps need to be, so I will endeavour to define
the process, and detail some draft criteria, ahead of this week's committee
meeting.

Thanks Adam for getting the ball rolling on this very important part of the
conference! Awesome work.
