[FOSS4G-Oceania] Lightning Talks Proposal (and Georabble)

Yep, I've talked to the Melbourne Georabble group about this, and there has
been a little bit of interest. Will continue to nudge them.

There has been a bit of discussion around *when* to hold such an event. My
view: on the eve of the conf, we currently have an icebreaker planned... to
me, feels like holding a Georabble at this might not mesh well - it feels
like an icebreaker for conf attendees only might be a better way for
attendees to get to know each other.

I see another option: having a Georabble on the Community Day, and opening
it up to the public.
