[FOSS4G-Oceania] Lightning Talks Proposal (and Georabble)

Hey Cameron
John helps organise the GeoRabble events in Melbourne, and we have
discussed it.
For completeness, there has been a little concern around diluting our group
with a large number of 'rabblers, but it's unresolved as to whether we work
with them to run one of the social events.
In my view, it would be ideal, because it potentially removes one thing
from the big list of things that we need to organise!
