[FOSS4G-Oceania] Pacific funding - blog post help?

I'm going to have to be more diplomatic here. The whole issue of maritime
boundaries is difficult because of the associated resources and sovereign
rights. The sensitivities are increased in the south pacific small island
developing states because of the lack of human resources to administer
their jurisdiction.
The addition of foreign aid to enable activities that are related to
sovereign actions as an independent state causes conflict of interest and
other sensitivities.
It is easy to make broad and general statements, but getting down to the
details can be uncomfortable for both aid donors and aid recipients.
I'll have a go at adding more details later today, but I can't promise to
be specific on the why, the how or the outcomes are easier to discuss.
