[FOSS4G-Oceania] Motion: extended, targeted call for papers if needed

+1 to continue with community voting. We have always said voting would
be a guide, so that means we can add a couple of extra speaking slots
retrospectively if it makes sense to do so.
<joke>Maybe for this round we need to face facts and acknowledge that
"girls are just not interested in our hobbies". We need to get over
it.</joke>
