[FOSS4G-Oceania] Decision: Where to hold lightning talks

I think I'm leaning towards having lightning talks scheduled at the same
time as other activities. So I'm in favour of either option 3 (parallel to
panel) or option 1 (parallel to other streams), in that order.

I like Cameron's idea of a Comm Day pitch session, sounds like it wouldn't
take up a lot of time, and would be a good way to raise awareness for that
part of the event.
