[FOSS4G-Oceania] Guideline for Oceania Tier sponsorship

I'd like to inform the FOSS4G SotM Oceania hub managers of a new guideline
for sponsorship of the conference, in a regional scope.

This guidance is not meant to supercede the efforts to fund individual
hubs, but is meant to provide a vehicle for sponsors that would like a
regional audience.

The guidance attempts to acknowledge the wide variety of the region by
implementing a progressive cost schedule: sponsorship is more accessible
for sponsors based in the South Pacific, and reflects the higher spending
capacity in Australia and New Zealand.
