[Foss4g2008loc] Site upgrade

I've just completed upgrading the conference website software to the  
next version.  There are still a few things to check to make sure it  
all works as expected, but if you notice any issues please mention  
them to Graeme, Gavin or I.

This upgrade will allow for some great new features and solve a few  
shortcomings we had in the previous version.
