[Foss4g2009] Privacy Policy page for 2009 website

We should add a Privacy Policy page to the website.

In particular, it needs to be linked from the
Expression of Interest page:
http://2009.foss4g.org/expressionofinterest/
because that page collects personal information
which is sent to a third party(cmail.com) with
whom OSGeo has no contractual relationship.

P.S.
Perhaps we can replace the use of cmail.com
with some module built into OCS?
