[Foss4g2009] Schedule for finalising the FOSS4G 2009 budget

FYI:
In the FOSS4G 2009 budget review today, we agreed that we aim to 
finalise the budget by the end of the year.
This will give us 2 months to consolidate details like venue costs, and 
take input from a marketing plan (which we need to work on next).
