[Foss4g2009] FOSS4G 2009 Website

I believe in the old "get'er done" way of doing things, and since 
foss4g.org doesn't seem to have a current face, using foss4g2009.org 
would be easiest right at this second.  but I also don't want to debate 
this, we've all got enough to do right now.  use whatever is easiest for 
you to get this done.
