[Foss4g2009] resignation as Treasurer

With regret, I must resign my role as Treasurer on the
FOSS4G2009 Organizing Committee. I'm finding that with
the new job I started last Fall, I just don't have the
time to 'stay on top of' the FOSS4G2009 activities, and
that is something that the Treasurer needs to do.
