[Foss4g2009] Call for Workshops

Paul Ramsey was able to track the 2007 submission template down for me. 
  I will attempt to update it today and tomorrow.  I also need to update 
the call to include tutorials and spell out their limitations and such. 
  I'll post an update when I've got these things done.

I agree with the User Driven theme needing to be represented, I just 
didn't have any great ideas.  I'm actually thinking data security might 
be fun.  Data migration is a good option as well.
