[Foss4g2009] Abstract submission/voting software finished

Hi,

I've updated the abstract submission/voting sofware. Voting, tagging and
pagination is now supported (though the link for voting is commented out
for now).

I would call this webapp finished for the FOSS4G 2009, it should serve
it's purpose well.
