[Foss4g2013] Workshop ordering

It's too late now probably, but I think it would have made more sense to
have:
*W8: Introduction to PostGIS* (sept 18)
*
*
Before:
*PostGIS 3D Workshop* (sept 17)
and
*FOSS4G routing with pgRouting, OpenStreetMap road data and OpenLayers
3*(sept 17)

That way it would be easier to get the basics then go into the advanced the
stuff.
