[foss4g2014] computer labs for conference next year

I would also have lots of advice to give here.  I've been involved on
the Workshop Committee for each year since 2004...(except Nottingham)

Even today, we must still provide workstations at our FOSS4G events.
Please do budget for this and start contacting a tech provider.  So this
means: monitor, mouse, keyboard, drive or shared drive, highspeed
internet connection, and the same for the instructor's machine.
(include an extra computer in each room for the instructor, so he/she is
on the same env as attendees)  Likely these would be Windows machines,
and instructors would have the option of working in Windows or through
the OSGeoLive disk.
