[foss4g2014] On Travel Grants/Scholarships

Excellent question! (Angie, thoughts/preferences?)

If I were in charge of the world, I might do something like
-list a deadline on the application
-have part of the application be a "explain why you need to attend" (can
look at recent SOTM scholarship call for this, perhaps)
-put a call out to y'all to find out who else wants to identify qualified
candidates
-set a deadline for fundraising so we know how much $ we're playing with,
and ... that's a start.

(insert some sort of proto-committee convening here, candidate ranking,
etc. If we have enough funding, all needs are met. If not, we make
decisions.)

...the above = skeletal ideas sketched at the end of a long day. Let the
idea-kicking continue! Others? Thoughts?
