[FOSS4G2016] FOSS4G 2016 - offer progam for partners/kids/family

...in our meeting on Saturday "Child Care" was top on the list. In my
understanding we would like to offer this free of cost. Somebody had
numbers from comparable conferences, something like 10 kids per 1000
attendees were cared for. This is perfectly in our budget and if it
makes it easier for folks to attend, maybe even women who otherwise
would not be able to come, then so much the better.

Anything else like "spouse care" should probably be an add-on cost (if
we really want to provide that). Whether to do this could be polled
with/from/to(?) the community.

Do we have a simple polling mechanism in place and which FOSS4G 2016
team [1] would sign up responsible to do this?
