[FOSS4G2016] today's LOC meeting: correct time: 19h30

Hi,

sry, I wrote 19h00 as meeting time in my email and sent around 19h30 
via twitter.

I think the former time was 19h30 and I think we should keep the same 
time.

So we meet today at 19h30 in LUXX Bonn.

We have "fresh" plans from WCCB with exhibition places and also the 
rooms we have and a lot of photos from them as well.
