[FOSS4G2016] cleanup website URLs

Hi all,

Maybe this is too detailed, but I find the urls of the pages, quite 
long/excessive:

- http://2016.foss4g.org/index.php/schedule.html should be 
http://2016.foss4g.org/schedule.html

- http://2016.foss4g.org/index.php/about-foss4g.html should be 
http://2016.foss4g.org/about-foss4g.html

Likely this is just some Apache changes.  But I thought I'd share my 
thoughts, even if you think this is not needed.
