[FOSS4G2016] [Program] Notifications are out

Hi LOC, Program-Committee,

I've just sent out the email notifications whether a talk is accepted or
not. There's also the blog post about the review process online at

  http://2016.foss4g.org/news-entry/abstract-review-process.html

Next steps:

 - Let everyone know about it
 - Get the link to the program up and also let people know about that

Thanks for everyone involved, that was a lot of work. The rest like
scheduling everything will be a piece of cake.
