[FOSS4G2016] [Program] Call for Presentations draft

Hi,

regarding the "Call for Paper and "AT" (and also worksohps) I agree: 
One single announcement which covers all might be useful for the start. 
Perhaps to be discussed later on IRC.

@Codrina - to your points:
2. - We want to establish the key topics by today. See here:

For me the 4 named (at the end there is still CMS, but I do not see any 
move in here) look quite interesting and fit well together.
