[FOSS4G2016] Call for Papers for the Academic Track (draft)

Franz-Josef:   This CfP looks good. Might I ask that you add the "process"
word to the first and perhaps second sentences. It is my personal bias, but
I think that others are also interested in the FOSS process more than the
software itself. This is also related to some of the key themes listed
below.
