[FOSS4G2016] [Program] Please test the proposal system

Hi Volker,

I went through the submission process, and it was fine.

However two suggestions:

 1. The entry page is a little empty. Some instruction could be given.
 2. The "Abstract" form field should be larger than the "Addtional
    Notes" field.
